In ENDFVII files you will have

For Tc-99m you have (in part.Bq-1.s-1)
  discrete b- : 3.7084068E-5
  discrete electrons : 1.22369878248639
  discrete gamma : 0.8907654755825053
  x-rays : 0.07732447199999999

For I-123
  discrete b+ : 0.9999399998899999
  discrete electrons : 1.2282698954607398
  discrete gamma : 0.864166683748
  x-rays : 0.93888633

For I-131
  discrete b- : 1.00451
  discrete electrons : 0.110487149137808
  discrete gamma : 1.00762809948
  x-rays : 0.045135250999999994

I hope you are satisfied with this, just to prove, in my data base
For F-18
  discrete b+ : 1.0
  discrete electrons : 0.0307204
  discrete x-rays : 1.9347699499000002

so total particles per transition differ from what you have, where do
you get your values?
