yes, by default, this is the location of the preStep, so for entering
particle, it can be outside. You can look the exact behavior in the
UserSteppingAction of the GatePhaseSpaceActor.cc file. This actor has a lot
of options (storeOutgoingParticle, EnableAllStep, UseVolumeFrame etc). I am
not sure why this is the preStep here and not the postStep. Maybe could it
be interesting to let the user choose with an option ...
