Yes, I noticed this problem, too.

I did not read the interfile standard, but I guess that the two  
variables are there to allow for an area between the slices that is  
not imaged.

This should be the case if

slice thickness(mm)<center-center slice separation

In my opinion Gate should check if the abovementioned inegality is  
true and  give a warning if so, and then proceed with the  
"center-center slice separation" value.
