I'd suggest that you ask STIR questions on the STIR mailing list. More
chance of getting a reply there! (And less chance of getting a gate-user fed
up with all these STIR questions)

You should read the STIR User's Guide on how to add ECAT7 support to STIR.
You need to get the Louvain la Neuve matrix library from Merence Sibomana et
al.
you will then have to 'make clear' STIR, and 'make' it again.
