[Gate-users] job splitting takes too much time (fixed)

Hi all,

I redid the htcondor installation with apt-get (my previous installation
was manual) with all the dependencies, as in
https://research.cs.wisc.edu/htcondor/instructions/ubuntu/18/stable/ , and
now all jobs are running pretty well, the reported issue was probably due
to limited permissions as the installation was not done as super user,
