You can find the Zubal phantom (MRI based 1.5 mm) here: http://noodle.med.yale.edu/zubal/data.htm
and the BigBrain phantom (histology-based 400um) here:  https://pet-mr.github.io/brain_phantom/

Images are already segmented, you only have to create the activity and attenuation range dat file.
Be sure to convert the images in .i33 with the appropriate header .h33
