Yes, it is possible, but I have no experience of implementing it. It is worth trying the following two commands trees:

/gate/physics/processes/Bremsstrahlung/addFilter volumeFilter secondaries
/gate/physics/processes/Bremsstrahlung/secondaries/volumeFilter/addVolume [VolumeName]
