Dear Yunfeng,
The SetCutInRegion command can be used for controlling production of secondary particles (in your case, electrons).
If you are not interested in tracking secondary electrons (due to shortening simulation-time) by GATE, you can specify a range (in distance) which is slightly greater than range of the highest energy electron in the region. It means that only those electrons having ranges greater than your specified-value will be produced (as GATE is a GEANT4-based toolkit).
