Hi Masayuki,

There is no official version for Windows OS (no binaries and the sources 
are not tested on this architecture).
Some users have an experience about this point, sorry this is not my 
case. But, in a first approach, you can try to install (if it's not 
done) the Geant4 binaries which are validated for VC++ 7.0 (according to 
the right CLHEP library). When G4 is installed on your machine, try to 
compile the last Gate version. Probably with some "simple" modifications 
  in the Makefile and environement variables file, it should work.
