[gate-users] LMF_css_scanEncodingID

There is a function, used in GateToLMF for example, which calculates all
the encoding headers.

void fillEncoHforGate(int aR, int tR,    /* // axial / tangeantial rsector */
              int aM, int tM,    /* // ...  submodule */
              int aS, int tS,    /* // module */
              int aC, int tC,    /* // crystal */
              int aL, int rL,    /* // axial / radial layer */
              ENCODING_HEADER * pEncoH, u16 chosenMode)

just put your number of sectors, modules etc in it ...
