[gate-users] Recon Gate output using STIR

Hi Srinivasan, 

It support Interfile header for ECAT7 only in the parameter file. 

The head file can be generated through ifheader_for_ecat7, but it can only
generate a template since ECAT7 file contains no geometry info. And also because
of this, STIR supports user defined scanner not well.

The direct support for ECAT7 file is in the TODO list.

The detailed decription will be ready in few days.
